China Adjusts Export Controls on Dredger Components: What Foreign Founders Need to Know

China's MOFCOM and GAC Announcement No. 51 of 2026 optimizes export control measures for dredger-related items, effective November 18, 2026. Foreign founders involved in manufacturing or trading these items must comply with licensing and customs declaration requirements.

China Updates Export Controls on Dredger Components

On October 19, 2026, China's Ministry of Commerce (MOFCOM) and General Administration of Customs (GAC) jointly issued Announcement No. 51 of 2026, which optimizes and adjusts export control measures for certain dredger-related items. The announcement is based on the Export Control Law, the Foreign Trade Law, the Customs Law, and the Regulations on Export Control of Dual-Use Items. It was approved by the State Council and will take effect on November 18, 2026. For foreign founders operating in China, particularly those in the marine equipment, shipbuilding, or heavy machinery sectors, this update requires attention to licensing and customs procedures.

What Items Are Now Under Export Control?

The announcement specifies three categories of dredger-related items that are subject to export control. These are identified by control codes and reference customs commodity numbers.

1. Dredger Mud Pumps (8A901.f.1)

This category covers mud pumps and key components with the following characteristics:

Technical definitions provided in the announcement clarify that "inlet" refers to the opening through which fluid or medium enters the pump during operation; "pump casing inner diameter" means the inner bore diameter of the casing; and "impeller diameter" means the outer diameter of the impeller blade wall.

2. Dredger Dragheads (8A901.f.2)

Dragheads used in trailing suction hopper dredgers with a suction pipe diameter of 0.55 meters or more are controlled. Reference customs commodity number: 8479109010. The "suction pipe diameter" is defined as the inner bore diameter of the draghead discharge outlet.

3. Dredger Cutters (8A901.f.3)

Cutters used in cutter suction dredgers with a cutter ring outer diameter of 2.1 meters or more are controlled. Reference customs commodity number: 8479109010. The "cutter ring outer diameter" is defined as the outer diameter of the cutter head base.

Licensing Requirements for Exporters

Exporters of the above items must apply for a license from the Department of Commerce under the State Council, in accordance with the Export Control Law and the Regulations on Export Control of Dual-Use Items. This means foreign founders whose Chinese companies export these items must obtain the necessary export license before shipment. The application process should be initiated well in advance to avoid delays.

Customs Declaration Obligations

Exporters are responsible for the authenticity of customs declarations and must strengthen the identification of export items. The announcement sets out specific requirements for the remarks column of customs declaration forms:

Customs will question declarations where the information is complete and accurate but authenticity is in doubt. During the questioning period, the export goods will not be released. This places a premium on accurate classification and documentation.

Practical Implications for Foreign Founders

Foreign founders with companies in China that manufacture, trade, or export dredger-related equipment should take note of several key points:

These measures are part of China's broader export control framework aimed at safeguarding national security and interests. For foreign founders, compliance is essential to avoid shipment delays or penalties.
